Short answer: it depends on whether the plumbing is moving. Swapping fixtures where they already are usually doesn't need a building permit. Adding or moving plumbing usually does. Electrical work needs a permit from the Electrical Safety Authority (ESA) either way.

Work that usually needs a building permit

  • Adding a new bathroom, ensuite or powder room
  • Moving a toilet, shower, tub or sink to a new spot
  • New drains or vents, or changing the existing ones
  • Removing or moving walls, especially load-bearing ones
  • Cutting a new window, or a larger one

Work that usually doesn't

  • Replacing a toilet, vanity, sink or tub in the same location
  • New tile, flooring, paint and accessories
  • Replacing a faucet or shower valve trim

When in doubt, check with your municipality. Rules change, and every project is different.

Electrical work

New lighting, outlets, a fan or a heated floor all need an ESA permit. In Ontario, electrical work for hire has to be done by a Licensed Electrical Contractor, so ask who is doing the electrical on your job.

Who issues building permits in Oxford County

Building permits come from your local municipality, not the county. In Oxford County, that's:

Why it's worth getting the permit

  • Leaks. Inspections check drains, vents and slopes, the things that cause slow leaks and smells years later.
  • Insurance. Unpermitted plumbing or electrical work can cause problems if you ever make a water damage claim.
  • Selling. Buyers may ask whether an added bathroom was permitted.

Most bathroom contractors apply for the permit and book inspections as part of the job. Send the form at the top of this page and we'll connect you with a contractor who knows the process in your municipality.
